P C L LEAGUE (NORTH WEST KENT DIVISION)
RULES (AMENDED 16th November 2016)
1. The League to be known as the P C L League (Kent North West Division).
2. The competition to be for clubs in the North West area of Kent.
3. League matches to be played under Bowls England Rules.
4. The Committee of Management shall comprise of one representative nominated by each of the clubs in the League. The committee shall meet from time to time to manage the affairs of the league. 9 to form a quorum.
5. The committee shall each year appoint from their numbers a Chairman and a Secretary.
6. The competition shall be a four rink game with clubs playing each other at home one year and away the following year. Matches to be played on Saturday or Sundays commencing at 3.00pm unless mutually arranged otherwise.
7. There is no objection to clubs playing additiotal rinks in their inter-club matches, provided the four rinks to count in the league are nominated in advance.
8. The League will be comprised of one division only with each team playing the others once only in a season. The points for each match should be 7 - one point for each rink won and three points for the overall win. The Home and Away element would be alternate years.
9. In the event of bad weather a minimum of 44 ends (in total) will have to be played by the four rinks in order that the score shall count. If the match is cancelled because of bad weather, or in the event of the minimum number of ends not being played, points will be shared 3 1/2 to 3 1/2. However a weather cancelled match may always be rearranged by mutual agreement.
10. If a club cancels a league fixture all 7 pointswill be awarded to their opponents. The defaulting club will receive no points. The minimum number of players required to constitute a team is 14. Any rinks playing with only three players will have 25% of their score deducted and this will be rounded down to the nearest whole number.
11. In the event of two or more clubs sharing the lead on points at the end of the season, the club with the best shots for and against difference from games in their division will be declared the winner.
12. A league match may be rearranged only in the event of a club's green being required by the Bowls England, K.C.B.A. or L. & S.C.B.A. (for Association or Shield Matches).
13. A bowler cannot play in league matches for more than one affiliated club in any one season.
14. Post Match Meals, the Home team to advise all clubs that are visiting of their catering arrangements by March 30th and that visiting teams comply with the home teams arrangements.
15. Any other matters or disagreements not covered by these Rules shall be dealt with by a sub-Committee comprising the Secretary and two other members from uninvolved clubs. Their decision will be final.
16. Every year a new set of rules, dated for the current season for both the League and Presidents Cup, to be issued by e mail by the League Secretary to all delegates, even if there have been no changes, so there can be no confusion which are the current rules. The Delegates of each club to then ensure their organiser(s) of the weekly games are fully conversant with the rules of the competition.
IT IS THE RESPONSIBILITY OF THE HOMESIDE, REGARDLESS OF WHETHER THEY WIN OR LOSE, TO ENSURE THAT THE SCORE IS E-MAILED OR TELEPHONED TO SECRETARY BY THE MONDAY AFTER THE WEEKEND THE GAME WAS PLAYED. The Secretary must be informed of any postponed or cancelled matches.

INVITATION KNOCK-OUT COMPETITION

RULES
1. Entry is restricted to those Clubs already participating in the league (Kent North West Division).
2. Clubs to play each other on a knock-out basis.
3. Each participating Club to nominate ten players for each match. It is not necessary to play the same ten players in each round.
4. Competition comprises a Singles, Pairs, Triples and Fours to be played at the same time on the same green under EBA rules.
5. Singles - 21 shots; Pairs - 21 ends; Triples - 18 ends; Fours - 21 ends.
6. The shots scored by each team in the four events are combined and the winning team is the one scoring the highest number of shots overall.
7. If the two teams are level after completion of the four events, the fours will play an extra end.
8. Matches to be played on weekday evenings or weekends by mutual agreement.
9. In the event of bad weather rendering a green unfit for play, the match shall be rearranged for a later date.
10. In the event of bad weather curtailing a match, the score at that time of curtailment will determine the result provided that:-
a) The Singles game has been completed.
b) A minimum of 11 ends has been completed by each of the Pairs, Triples and Fours.
If the Singles has not been completed, or if the required number of ends have not been completed by the Pairs, Triples or Fours, then the whole score shall be disregarded, the match rearranged for a later date and replayed in its entirety.
11. Where a cancelled match is rearranged, the Club is not required to nominate the original ten players.
12. Draw will take place immediately all entries are confirmed. The club drawn at home is the challenger and must offer three dates, only one of which can be at a weekend.
13. The final will be played on green of the previous year’s winner with the time and date being mutually agreed between the two finalists. The first named club on the draw sheet shall, in the first instance, be responsible for suggesting two dates, subject to the availability of the green. In the event of the two clubs failing to agree a date then Rule 14 will apply i.e. the President and two other members from uninvolved clubs shall arbitrate.
14. Any other matters or disagreements not covered by these rules, shall be dealt with by a sub-committee comprising the President and two other members from uninvolved clubs. Their decision will be final.
15.
